The Sea Museum is under state supervision and management, with a disciplinary scope, and officially opened on 16 April 2014, in the Replica building of Torre de Belém. The museum's philosophy is based on the importance that the Sea has in the country and for São Vicente, and celebrates the sea as a structuring element of Cabo Verdean culture.

Despite its national context, today the museum has in its custody a set of objects mostly collected on the island of São Vicente, representing professions related to the sea, the ethnography of the island, represented by the carnival, the importance of the island as a supply point for mineral coal in the last century, as well as the importance of the seas of Cabo Verde in the process of establishing fibre optic cables among the various continents.
The museum also preserves a collection of endemic species from the Cabo Verdean seas, as well as displaying a set of artefacts representing the country's underwater archaeological heritage.
